Summary

Enrollment in California public schools has been declining and is projected to fall even more steeply during the next decade. Because funding for school districts is largely based on average daily attendance rates, a decline in enrollment results in a loss of funding. To address budget shortfalls and align services with student counts, many districts have consolidated or closed schools, or they are contemplating doing so.

This case study identifies promising practices for newcomer education implemented in San Juan Unified School District (SJUSD), one of 12 local educational agencies (LEAs) funded under the California Newcomer Education and Well-Being (CalNEW) project between 2018 and 2021. This report was developed through a partnership between PACE and the Center for Equity for English Learners (CEEL) at Loyola Marymount University (LMU).

Summary

Every year, 150k-200k new immigrant students in California need specialized instruction and social services to succeed, but many districts struggle to provide them, resulting in dropouts and poor outcomes. Inaccessible instruction and lack of basic necessities hinder progress. The PACE report recommends developing data, instruction, and social support services to improve newcomer outcomes in California.

Summary

This report finds that improving school attendance is crucial, especially with the increase in chronic absence. Data on unexcused absences should be used to create a more preventive, problem-solving, and equitable response to poor attendance. Labeling absences as unexcused affects how students and families are treated and can lead to punitive measures that may not improve attendance. Overuse of the unexcused-absence label could undermine efforts to partner with students and families to improve attendance.

Summary

The 2021-22 academic year in California was challenging for public education due to eight issues that threaten student learning, schools, and public education itself, including gun violence, declining enrollment, and long-term funding inadequacy. These issues also have a disproportionate impact on marginalized communities and highlight long-standing systemic inequities. In July 2022, PACE and USC Rossier School of Education conducted a poll of California voters to determine their views and priorities on public education.

Growing inequities and lessons learned during the COVID-19 pandemic together with billions of dollars in new funding present an opportunity to make substantial changes to K–12 education to better serve all students in California. In May 2021, PACE and USC Rossier School of Education fielded our annual poll of California voters, which sought to gain clarity about voters’ priorities on public education issues during this period in which Californians are beginning to look towards a postpandemic future. The CORE Districts in California conducted a survey to measure K-12 students’ social-emotional well-being during the pandemic. Results indicate that students’ personal and interpersonal well-being rated lower than their learning environments. Interpersonal well-being was most correlated with academic achievement. Home/online learning environment improved, but Grades 5-12 students reported not liking school as much in winter 2020-21. Stakeholders should focus on meeting the pressing needs of each group of students.

The COVID-19 pandemic has affected all students; however, its impact has been particularly devastating for students of color, students from low-income families, English learners, and other marginalized children and youth. As transmission rates decline and vaccination rates increase in California, many are eager to return to normalcy, but we must all recognize that even the prepandemic normal was not working for all students. The 2021–22 school year, therefore, constitutes a critical opportunity for schools to offer students, families, and educators a restorative restart.

The recommendations arise from the evidence that has collectively emerged from focus groups with educators, parents, and students; polls and surveys of stakeholders; a deep review of the literature; and original research conducted on COVID-19’s impact on schools and students.

This report fills a knowledge gap by reviewing the impact of school closures in California during the COVID-19 pandemic. Research indicates that younger students, low-income students, and English learners experienced disproportionate learning loss due to closures. Little is known about the specific changes made to operations early in the pandemic and their long-term effects on student learning and well-being. This report provides the first systematic review of California school practices after closures in spring 2020.

This article provides 10 recommendations based on the PACE report to help educators and district leaders provide high-quality instruction through distance and blended learning models in the 2020-21 school year. Despite the challenges of COVID-19, research can guide decisions about student learning and engagement. These recommendations can be used as a framework to prioritize quality instruction.

Summary

Student mobility, or non-promotional school changes, is a widespread problem that harms students' educational achievement. This report examines the incidence, consequences, and causes of mobility among California students and schools, drawing on surveys of students, parents, and schools, interviews with mobile students and their parents, and interviews with school administrators, counselors, and teachers. The report summarizes the findings on the causes and consequences of mobility and offers strategies for reducing needless mobility and mitigating its harmful effects.

Summary

In 1996, CA launched a $1 billion class size reduction (CSR) initiative to improve early literacy. The initiative provides $800 per student to schools reducing class size to 20 or fewer in first, second, and/or third grade, and kindergarten. CSR was funded due to a state revenue surplus and the belief that smaller classes would enhance early literacy. CA ranked second to last in national reading tests in 1994, and class sizes averaged around 28.6 students per K-3 classroom. While educators and the public show enthusiasm, the success of CSR in enhancing academic achievement is yet to be seen.

Phase III of the California Cares report sought to analyze preliminary recommendations and involve the childcare and development community to redesign policies. Work groups and field representatives discussed proposals for improving services, with over 80 contributors. The project studied nine critical policy restructuring questions and Part Two of the report includes reports from eight tasks and summary information.

Phase III of the California Cares report aimed to redesign childcare and development policy, with input from the community and representatives from three agencies. Work groups and traditional research projects were conducted to study nine questions deemed critical to policy restructuring. New curriculum manuals have been created to address the expanding field of school-age childcare, including Kids' Time: A School-Age Care Program Guide. Other widely-recognized materials include Just Kids, Preparing for Mass Disasters, and A Guide for Training and Recruiting Child Care Providers to Serve Young Children with Disabilities. The benefits of childcare include fully-employed parents, self-sufficient families, and children who succeed in school due to the aid of childcare programs. Reducing Exceptional Stress and Trauma, a guide on coping with violence, will be published this year.

The California Cares Project, conducted by PACE for the California Department of Education, Social Services & Office of Child Development & Education, culminates in this report. The project was initiated in response to AB 2184, which sought to consolidate all childcare and development programs to streamline the system. The report is divided into two parts: Part I analyzes current obstacles to a seamless system and Part II presents a conceptual model and decision procedure for program and funding allocation and governance. Phase III will refine recommendations and work towards implementation.

The California Department of Education, Social Services, and Governor's Office of Child Development and Education selected PACE to analyze issues and options for improving California's childcare system. PACE will produce a report with optional approaches for improving access, quality, and funding of childcare services, including alternative systems and policy models. Phase I includes analysis of childcare issues and programs, literature reviews, and experiences of other urban states. This report summarizes Phase I's work.

Summary

This study compares the post-secondary experiences of graduates from California Partnership Academies with their matched comparison groups. The findings show that Academy graduates are doing equally well as comparison students in the first year or two after graduation, indicating that Academy programs have not achieved higher graduation rates at the expense of lower success rates after high school. However, there may be more subtle differences between the two groups that are not detectable by simple measures.
