David W. Girard
David Girard practices law at Girard, Edward, Stevens, and Tucker LLP. He has taught special education law, education law, and finance at the University of California, Santa Barbara; at the University of California, Berkeley, in the joint doctoral program at the University of California, Davis/Sonoma State University; at Sacramento State University; at the University of California, Hastings College of the Law; and at the University of California, Berkeley, Boalt Hall. Girard has acted as special legal counsel to the California State Department of Education and Office of Administrative Hearings, organizing and implementing the state’s first special education mediation and hearing units and procedures. He authored California’s first special education hearing officer’s manual. He has extensive special education mediation and hearing experience through federal appeal. Girard received his MBA from Wayne State University and his PhD in education from the University of California, Berkeley. He is also a graduate of the University of Michigan School of Law.
