Cecelia Colchico graduated from the Sacramento City Unified School District in 2019. As a student, she was active in the "Be Here, Every Day Counts" program, to reduce chronic absenteeism. Through her involvement, Colchico helped prepare the report "A Vision for Expanded Learning in California, Strategic Plan 2.0: 2019–2023," published by the California Department of Education.
