Francisco (Paco) Martorell is an associate professor in the School of Education at the University of California, Davis. He is also codirector of the California Education Lab at UC Davis. He was previously an economist at the RAND Corporation and a professor at the Pardee RAND Graduate School. His research focuses on higher education and K–12 policy, including developmental education in colleges, grade retention, the returns to for-profit colleges, school facility investments, and community college tuition subsidies. He has also studied the economic costs of dementia and the educational and economic consequences of military service. Martorell earned his PhD in economics from the University of California, Berkeley.
