John P. Papay is an associate professor of education and economics at Brown University. Dr. Papay is a faculty associate with the Population Studies and Training Center and a faculty affiliate with the Taubman Center for American Politics and Policy at Brown and the Center for Education Policy Research at Harvard University. He formerly served as interim chair for the Department of Education and interim director for the Annenberg Institute at Brown. He is also a former research affiliate with The Project on the Next Generation of Teachers and doctoral fellow in the Center for Education Policy Research at Harvard. His research focuses on teacher policy, the economics of education, and teacher labor markets. He has published on teacher value-added models, teacher evaluation, high-stakes testing, teacher compensation, and program evaluation methodology. Dr. Papay holds an EdD in quantitative policy analysis of education (economics) and an EdM in education policy and management jointly from Harvard University along with a BA in history from Haverford College. Previously, he taught high school history.
