Judith E. Carroll was a research associate at Yale University and is now a marketing and development associate at Operation Fuel, an energy and emergency fuel fund company in  Hartford, CT. She has been an adjunct professor at Wheelock College and a consultant for Teachers College, Columbia University, specializing in early education and welfare reform. She was also a community development specialist for the Affordable Housing Alliance of Connecticut and a director of the Connecticut KIDS COUNT Project for the National KIDS COUNT Data Book. Carroll received her PhD in course work, assets, and inequality from the University of Connecticut.
