Michael H. Fine

Michael H. Fine is the chief executive officer (CEO) of California's Fiscal Crisis and Management Assistance Team (FCMAT). He was mos recently the chief administrative officer (CAO) at FCMAT. Fine previously served 13 years as interim superintendent and deputy superintendent of business services and governmental relations at the Riverside Unified School District (RUSD). He was formerly an assistant superintendent at the Newport-Mesa Unified School District (NMUSD) and a financial administrator in accounting and indirect budgets at Hughes Aircraft Company and General Dynamics Corporation. Fine was also president of the board for the Riverside Community College District Foundation (RCCD) and a member of the Budget Engagement Commission for the City of Riverside. He has a long history in governmental relations, working closely with policy makers in Sacramento on behalf of California’s TK–12 students. Fine received an MA in public administration from California Baptist University (CBU) and a BS in accounting from California State Polytechnic University, Pomona.
