Nancy Shulock

Nancy B. Shulock is a professor in the Department of Public Policy and Administration at California State University, Sacramento (CSUS). She is also executive director of the CSUS Institute for Higher Education Leadership and Policy (IHELP). Her research focuses on higher education policy and performance, with particular attention to community colleges, accountability, and finance. Shulock has authored numerous publications addressing challenges and reforms in higher education. Before her current roles, she held various administrative positions at the university, including associate vice president for academic affairs and associate vice president for finance. Earlier in her career, she worked as a program analyst for the California Legislative Analyst’s Office and as an associate consultant for the California State Senate. Shulock earned her MPP from the University of California, Berkeley, and a PhD in political science from the University of California, Davis.
