Walter Irving Garms was professor emeritus and former dean of the Graduate School of Education and Human Development at the University of Rochester. He taught at the university from 1972 until his retirement in 1987 and previously served on the faculty at Teachers College, Columbia University. A specialist in education policy and finance, his work focused on school funding and resource allocation. Garms earned his MA and PhD in education from Stanford University.
