Vickie Ramos Harris

Vickie Ramos Harris is vice president of policy and programs at Catalyst California, where she leads the organization’s policy agenda on educational equity, statewide alliances, and legislative advocacy. She previously served as director of educational equity, advancing policies across early childhood and K-12 education, bilingual education, whole-child equity approaches, and equitable public school funding. She formerly served as chief of staff to the vice president of the Los Angeles Unified School Board and state policy director at Early Edge California, where she helped establish transitional kindergarten in California and expand bilingual education access at LAUSD. She has also worked in research, curriculum and program design, professional development, and community engagement with organizations including the Boyle Heights Learning Collaborative, Families In Schools, and the Children’s Aid Society. She serves on the Californians Together board and was a fellow with the English Learner Leadership & Legacy Initiative. Ramos Harris earned her MA in education from Harvard University.
