Jay G. Chambers was a senior research fellow and managing director at the American Institutes for Research. Among other positions, he also directed the Special Education Expenditure Project; worked with the Gates Foundation's Empower Effective Teachers initiative; was appointed in 2002 by President George W. Bush to serve on the President’s Commission on Excellence in Special Education; was president of the American Education Finance Association; associate director of the Institute for Research on Educational Finance and Governance at Stanford University; and faculty at the University of Rochester and the University of Chicago. He was a nationally recognized expert in school finance and education cost analysis, conducting resource allocation and cost studies as well as analyses of school finance adequacy and equity for state legislatures. Chambers received his PhD in economics from Stanford University.
