Sound, timely data is critical to making good decisions about schooling policy and practice. However, despite California’s investments and improvements in a statewide data system (the California Longitudinal Pupil Assessment and Data System, or CALPADS), important data are still fragmented and not generally accessible to district-level personnel; additionally, the system is not geared toward helping districts measure progress toward specific goals in real time. Examples of stronger data systems can be found both outside and inside the state.

Over the past 10 years, California's PreK-12 public school system has seen transformative changes in almost every arena, from academic standards and accountability to resource allocation through the funding formula. The Getting Down to Facts II project brought together over 100 of the country's top education scholars to examine these changes and assess our progress. The project's 36 studies, released this past fall, focused on student success, governance systems, personnel issues, and school finance, and together, they can help build a common understanding of where we are that can be used to guide further improvements.

Since the adoption of the LCFF, California’s public school funding structures have become more straightforward and transparent. Additionally, per pupil spending has increased, but remains below the national average. It’s estimated that in 2016-17, California would have needed to spend about $26 billion, over one third more than it did, to adequately fund public schools.

California supports the learning of 1.3 million English learner (EL) students and has the highest proportion (21%) of EL students in the nation. With the adoption of the California English Learner Roadmap in 2017 by the State Board of Education and the passage of Prop 58 that repealed limitations on bilingual education programs, state support has grown for improved services for EL students. Consideration of the needs of the diverse EL student population is essential as early childhood, K-12, and postsecondary education continue to evolve.

More than 100 researchers from across the nation have focused their attention on the current status of California’s schools as part of the Getting Down to Facts II project. This fall, the project released 36 detailed studies that examined progress and challenges in student success and provide a comprehensive overview of the state’s preK-12 finance, personnel, and governance systems.

In 2014, the California Legislature passed Assembly Bill 1469 requiring teachers and school districts, along with the state government to substantially increase their respective contributions to the California State Teachers' Retirement System (CalSTRS). The state has accrued significant pension debt for an extended time totaling approximately $107 billion, and there is no short-term solution to solving this problem, with projections indicating higher contribution rates will be required through the year 2046.

Public school funding is a complex but vital area of interest in California. In this seminar, the challenges of financing public education are highlighted in two areas: funding for facility maintenance and modernization, and special education for students with disabilities. California’s vast inventory of current public school facilities vary widely in age and condition, and estimates for California’s public school facility maintenance and modernization over the next ten years top $100 billion.

Once a national leader in early childhood education, California faces unique challenges in addressing the educational and developmental needs of the nearly 24 million children ages five and younger. Compared to the rest of the United States, twice as many of these children live in families without a parent fluent in English, and an additional one in five live in poverty. Providing these students and families with high-quality preschool lays the foundation for future learning and is shown to improve academic and life outcomes.
