This brief introduces a three-part series describing California Education Partners’ multistage approach to supporting school districts with improving their students’ outcomes in literacy and mathematics. The approach addresses persistent barriers to improvement by building capacity in the district, piloting reforms, and focusing on scaling changes systemwide in sustainable ways. PACE authors highlight the successes and challenges of Ed Partners’ approach, emphasizing the fundamental importance of leadership at the teacher, school, and district levels to drive change throughout the district.

This case study explores how Lake Tahoe Unified School District worked to improve math instruction, starting a pilot at Sierra House Elementary School. Partnering with California Education Partners, LTUSD addressed stagnant test scores by developing pacing guides, essential standards, and open-ended math tasks. Sierra House used these tools to create a collaborative system for analyzing student learning and refining instruction. While scaling districtwide remains a challenge, the Sierra House model highlights leadership and resource use with collaboration in advancing instructional coherence.

Grass Valley School District (GVSD) partnered with California Education Partners through an initiative to improve literacy instruction. Over three years, GVSD implemented new literacy assessments and phonics practices, emphasizing teacher leadership, data use, and accountability. That shifted the district’s culture toward continuous improvement, enabling districtwide adoption of literacy initiatives and improved student outcomes. This case study highlights the need for stronger systems to build adult capacity and sustain leadership and collaboration.

Educators face a dilemma of staying up-to-date with evidence-based practices while dealing with superficial ideas. Continuous improvement methods can help in testing new ideas but if seen as add-ons, they may not yield sustained improvement. This brief describes the CORE Districts’ five-driver model that deepens educators’ ownership and sustains improvement over time.

Teacher recruitment and retention are critical responsibilities of school districts. The challenge of finding, supporting and retaining good teachers requires innovative solutions collaboratively developed by diverse stakeholders. This brief highlights the efforts of four Northern California school districts to address human resource challenges and hire, develop and retain high quality teachers, which represent promising strategies for other districts across California.

Flexible funding formulas have made high-quality summer learning programs more accessible for school districts seeking to close the achievement gap. Programs that combine engaging summer camp activities with intentional learning goals can help students develop a love of learning and prevent summer learning loss. Colombia's Escuela Nueva model has successfully educated marginalized rural children since 1975, raising academic and non-cognitive outcomes in tens of thousands of schools worldwide. This brief describes how Escuela Nueva works and discusses how California's schools might implement core aspects of the model to better serve disadvantaged students.

California districts have greater regulatory and financial flexibility to address achievement gaps under the Local Control Funding Formula. This brief describes how local education leaders are mobilizing expanded learning to close the opportunity gap and recommends key steps for districts.

The Local Control Funding Formula gives local education leaders more power to allocate resources, but requires strategic budgeting practices to prioritize goals and make necessary tradeoffs. Three recommendations include integrating budgeting with strategic planning, focusing on critical questions, and developing internal structures to sustain strategic budgeting. These practices improve district policies and performance of local schools and students.

California's education system is fragmented, with separate governance structures and funding sources for K-12, community colleges, and universities. To address educational issues, intersegmental partnerships are needed to promote collaboration among the different segments. Local partnerships can strengthen alignment in standards and expectations between K-12 and post-secondary education and help students progress through the system more efficiently.

California's Local Control Funding Formula (LCFF) requires districts to report student performance measures and use state and local data to monitor progress towards preparing students for college, career, and citizenship.
