This case study explores how Lake Tahoe Unified School District worked to improve math instruction, starting a pilot at Sierra House Elementary School. Partnering with California Education Partners, LTUSD addressed stagnant test scores by developing pacing guides, essential standards, and open-ended math tasks. Sierra House used these tools to create a collaborative system for analyzing student learning and refining instruction. While scaling districtwide remains a challenge, the Sierra House model highlights leadership and resource use with collaboration in advancing instructional coherence.

Grass Valley School District (GVSD) partnered with California Education Partners through an initiative to improve literacy instruction. Over three years, GVSD implemented new literacy assessments and phonics practices, emphasizing teacher leadership, data use, and accountability. That shifted the district’s culture toward continuous improvement, enabling districtwide adoption of literacy initiatives and improved student outcomes. This case study highlights the need for stronger systems to build adult capacity and sustain leadership and collaboration.

Student achievement in California has not rebounded after the precipitous declines of the COVID-19 pandemic, with English language arts (ELA) and math scores remaining well below prepandemic levels. Student attendance has declined dramatically, and trauma and time away from school have led to mental health challenges, delays in social development, and behavioral issues among students. All too often, teachers work in isolation to create lesson plans and deliver instruction, with little instructional support, limited opportunities for collaboration, and unclear expectations.

Newcomers represent a large and understudied subgroup of students in California. The Oakland Unified School District has been disaggregating data on newcomer status for the last 7 years, providing a basis for analyzing graduation outcomes for newcomer compared to non-newcomer students. The data highlight the variance in outcomes based on program placement and design. Drawing from analysis of Oakland Unified’s data and practices, the authors make programmatic recommendations for districts with newcomer students.

Oakland International High School, winner of the 2017 National Community School Award, supports its recently arrived immigrant students by integrating academic, social, mental health,and material supports into the school day and beyond. Its community school model incorporates a Wellness Center, a tiered system of support and engagement, external partnerships, specialized staffing, and a collaborative culture of continuous improvement that promotes agency and belonging for both students and staff.

This case study identifies promising practices for newcomer education implemented in San Juan Unified School District (SJUSD), one of 12 local educational agencies (LEAs) funded under the California Newcomer Education and Well-Being (CalNEW) project between 2018 and 2021. This report was developed through a partnership between PACE and the Center for Equity for English Learners (CEEL) at Loyola Marymount University (LMU).

This study highlights the collaborative efforts undertaken to create a temporary school called Futuro Brillante in San Diego County, California, to provide educational services for more than 3,000 unaccompanied undocumented minors who had newly arrived in the U.S. The study describes the compelling trajectory of the school’s development, its multisector community partnerships, its core facilitating organizational conditions, and the key curriculum strategies that facilitated the school’s success.

Access to and success in advanced math courses are not equal among high school students, with only about half of California seniors enrolling in these courses. To address this, six partnerships between university faculty and high school math specialists developed Advanced Innovative Math (AIM) courses. This report highlights the benefits of these partnerships and their common features of successful intersegmental partnerships, supplemented by case studies of each partnership.

This study uses qualitative case study methods to explore how educators establish system-wide continuous improvement capabilities and coherence for implementation, taking into consideration the local contexts. Educators use two bridging approaches to crafting coherence: weaving and stacking. The study contributes to understanding how leaders create shared meaning and practice in complex and dynamic educational systems. The implications for both research and practice are discussed.

This study of seven California school districts during the COVID-19 pandemic shows how districts responded in real-time to the crisis and structural racism. Districts showed resourcefulness, collaboration, and commitment to serving students and communities. However, challenges remain, including declining enrollment, staffing shortages, and polarized communities, with school boards at the center of broader political debates.

Community schools are gaining attention as a promising solution for students from low-income families who have suffered economic trauma during the COVID-19 pandemic. Policymakers are investing in their expansion, and effective use of data will be crucial. This report discusses findings of a research project led by the Los Angeles County Office of Education and the USC Center on Education, Policy, Equity, and Governance and provides recommendations for implementing a data system to address community-specific needs.

Both districts worked with California Education Partners to refine their continuous improvement approach and spread practices. PACE identified three key lessons for leading impactful improvement efforts: anchor work in outcome measures, invest in an aligned system of instructional learning, and use cross-role and cross-site structures. These lessons contributed to positive trends for student achievement, empowered practitioners, and built internal capacity for improvement.

A report on the importance of economic analysis in decision-making in CA's school system. Economic evaluations can help identify the most effective policies and interventions while reducing waste and ultimately improving outcomes for students. Studied here is the cost-effectiveness analysis (CEA) method, its benefits, and its broad applicability. To be more influential, economic analysts should focus on policies and programs that require significant funding, investigate how results are relevant to decision-makers, and consider how resources can be allocated towards cost-effective programs.

This brief outlines Ayer Elementary's journey of continuous improvement since 2016 and how their organizational conditions were tested during the COVID-19 crisis. Despite the challenges, the school invested in improvement practices to strengthen student engagement in distance learning and build staff capacity for when students return to school.

Equity has been a key focus of California education policies, which aim to reduce disparities in learning outcomes. The Multi-Tiered System of Supports (MTSS) can help identify struggling students and offer support. Pivot Learning's demonstration project with Sanger, Monterey Peninsula, and Lancaster school districts sought to make MTSS implementation more accessible. Lessons learned from Sanger's implementation can guide the state's continued expansion of MTSS.

This brief discusses how the Pajaro Valley Unified School District (PVUSD) in California is addressing the challenges of COVID-19 through family engagement and instructional access for English learners.
